The Butler and Diplomat refugees are the most valuable in the game. Prioritize getting them to massively accelerate your progression.

If all your rank B heroes have maxed skills, go to Warehouse → Hero and recycle leftover blue manuals into Random Boxes that can give Diamonds or S-rank Fragments.
