You can get S hero fragments by upgrading your VIP level, completing daily missions (looting trucks, sending trucks), participating in popular seasonal events, and at the end of each season where your alliance leader distributes rewards based on ranking — including diamonds and exclusive season tickets to recruit heroes you didn't buy. That's why being in a strong, active alliance is essential.

Over time, all your Rank B heroes will have all 4 skills maxed. From that point, Blue Manuals accumulate with no use. The solution: recycle them in your Storage → Hero tab → find Blue Skill Manuals and select 'Recycle'.
